PFF advances citizenship bid and targets World Cup

The Philippine Football Federation (PFF) welcomed a major step forward in the nationality process of Filipina heritage standouts Emma Tovar, Nya Harrison and Kaela Hansen, as critical steps were taken by lawmakers to formalize their eligibility for the national team.

The applications were recently tackled by the Committee on Youth and Sports Development of the House of Representatives of the Philippines, which is chaired by Isabela Rep. Mike Dy III. If the legislative proceedings are swiftly concluded, this development would result to the trio’s official eligibility to represent the Filipinas via House Bills 9067, 9068 and 9071.

To cope up with the rigorous trainings required for the 2027 FIFA Women’s World Cup cycle, the federation announced that official preparations would commence shortly. These legislative efforts, authored by Dy and Manila Rep. Joel Chua, complement Senate Bills 1678 to 1680 filed last January by Sen. Pia Cayetano, establishing a clear administrative path for the athletes.

PFF President John Anthony Gutierrez personally accompanied the three players during the committee proceedings. Gutierrez underscored the commitment of the federation not only to boost the national sporting program, but to help the athletes reaffirm their national identity.

“These players will not only add depth and quality to our national team pool. They also represent a broader truth: that Filipino identity does not end at our national borders,” Gutierrez said in a written statement. He noted that their connection is rooted in family and ancestry, proving that patriotism is not exclusively minted within the archipelago. Meanwhile, head coach Mark Torcaso, who is organizing the talent identification camp in San Diego, California, welcomed the progress. The camp is scheduled from the last week of May to early June. Torcaso noted that the players have stayed patient, hoping that their passport process would be completed soon.

Tovar currently plays for Australian club Perth Glory on loan from Spanish side Valencia CF Femenino. Known for her composure, she shared that football is her primary way to embrace her Filipino identity, alongside preserving cultural imageries through food, music, dance and fashion.

Harrison, who previously played for the United States at the U18 level, now plays professionally for San Diego Wave FC. She expressed her excitement over the international opportunity, e.g., representing the Philippines on a global scale. Unless unforeseen delays occur in the Senate, the inclusion of these talents would significantly elevate the competitiveness of the team in international competitions.
